*Overview*The purpose of the Environmental Protection and Regulatory Programs (EPRP)Division is to enable the science and technology mission(s) of the Laboratory by assessing and controlling the impact of Laboratory activities, research anddevelopment projects, and facilities on the environment, public, and employee health and safety. EPRP performs regulatory analysis, implements and monitors compliance with permits, and develops Laboratory systems to assist staff inachieving compliance and demonstrating excellence with respect to environmental, emergency preparedness and transportation requirements.*Responsibilities*Logistics and Shipping Professional - Serves as a technical expert in the logistics and transportation of hazardous materials and property at the Laboratory. Additionally, this position is responsible for providing oversight to ensure facility and project compliance with statutes, regulations, and policies. This position will have a major impact on the success of the research and operations project it supports.Principal job duties/expectations for the Shipping Specialist role:* Along with the Hazardous Material Transportation Officer (HMTO), ensure the movement of dangerous goods is completed in accordance with all applicable requirements i.e., IATA, 49 CFR, IMDG.* Responsible for classifying, marking, labeling and shipping paper preparations for all modes of transport (i.e. air, ground, vessel, etc).* Conduct shipments of all types of hazardous materials including radioactive materials.* Responsible for preparing Bills of Lading for all ground shipments.* Prepare Dangerous Goods Documents utilizing FedEx s Ship Manager software for air shipments.* Act as the lead contact working with laboratory staff and external customers in the planning, coordination and scheduling on all non-routine outbound shipments and 3rd party inbound shipments.* Team with Contracts staff on negotiating and determining the most cost-effective freight process for the procurement.* Ensure manual invoices are accurate in accordance with the published rates in ATLAS (Automated Transportation Logistics and Analysis System) system that links freight bill management between Accounts Payable, DOE and other Government Agencies.* Review and approve Shipping Request documents and work with the Shipping Teamster on packaging requirements to prevent damage during delivery.* Provide support and guidance to resolve freight damage claims and missing packages.* Act as technical oversight representative (TOR) to oversee contracts with the US Department of Energy (DOE) approved freight forwarders and carriers.* Interact with Freight Forwarders and Brokers for International Shipments.* Complete Commercial Invoices for International Shipments.* Interact with Export Control while preparing International shipments.* Communicate results, risks, and possible trends to management.*Qualifications*Minimum Qualifications:* BS/BA and 2+ years of relevant work experience -OR-* MS/MA or higherPreferred Qualifications:* PNNL/Hanford site hazardous and radioactive material shipper certification* Export Control knowledge and certifications* Experience with DOE s ATLAS Software and DOE Orders*Hazardous Working Conditions/Environment*Working in radioactive controlled areas.*Additional Information*This position requires the ability to obtain and maintain a federal security clearance.Requirements:* U.S. Citizenship* Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.* Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).*Testing Designated Position*This position is a Testing Designated Position (TDP).
