Requisition ID: 247301Requisition Posting End Date: 01/23/2022Project OverviewBechtel is designing, constructing, and commissioning the world's largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington State. The project will use vitrification technology to process and stabilize 56 million gallons (212 million liters) of radioactive and chemical waste stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era. The cleanup project is one of DOE's most technically challenging and the largest undertaking of its kind"-- - -equivalent to building two nuclear power plants. The construction site spans 65 acres (26 hectares) and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory.Position SummaryThe Deputy Electrical Authority Having Jurisdiction (AHJ) reports to the Senior Electrical EGS/AHJ. The Deputy Electrical AHJ is responsible for Electrical technical, administrative, and personnel related activities in support of the WTP project. Shall champion non-proprietary electronic data interchange and integrate automation technology where-ever practical. Must express thoughts and ideas clearly and concisely, both orally and written. Demonstrate leadership qualities with emphasis on continuous improvement and team building, and interpersonal communication skills.Primary responsibility of the Deputy Electrical AHJ will be to provide interpretation, approval of electrical equipment, and justification of the Regulatory Code requirements to the electrical systems design and installation for the Waste Treatment and Immobilization Plant (WTP) Project. To ensure the electrical design and installation are provided in compliance with the code requirements addressed in NEC, Code of Federal Regulations (CFR), and the industry recommended practice in IEEE, NFPA, ANSI, and UL. Individual is the point of contact (POC) for all electrical code violation issues. The individual shall have the ability to review electrical designs and installation and to identify code violation and to derive engineering solutions from a variety of detailed technical options in consideration of cost implications. Ability to develop and exercise management skills and experience as responsibilities increase.ResponsibilitiesCoordinate with the Senior Electrical EGS/AHJ to forecast and support staffing and skill mix requirements.Provide technical oversight and interface with project personnel, supervisors, engineering management, and project management on a routine basis to ensure Electrical Discipline project execution is consistent with Bechtel and established project work practices, procedures, and design guides.Provide career counseling and mentoring to Electrical personnel.Review and approval of estimates for both the job-hour and technical portions of the Electrical Discipline Scope.Support work force ranking, salary planning, promotional planning, terminations, and performance evaluations.Establish Electrical Discipline training needs, obtain budget approval, and oversee implementation of the discipline-training program.Assist in determining electrical equipment acceptability in accordance with NEC, NEMA and NRTL.Respond to code clarification/justification inquiries from DOE in a manner which is timely and comprehensive.Periodic walk down of the WTP site to inspect and to detect potential code violation, and to identify potential electrical shock hazardous.Review, analyze and participate in all electrical safety and code violation issues and their proposed resolution.Qualifications and SkillsBasic QualificationsBS degree in Electrical engineering with 13 years of relevant electrical design experience.Must have 13 years of experience in Electrical Engineering developing documentation for Conceptual, Preliminary and Final Design.Must be a US Citizen.Must be able to clear a pre-employment drug screen and background check.Must have 5+ years of supervisory experienceAdvanced knowledge on NEC Code requirements for electrical installation and electrical equipmentProfessional Engineering RegistrationMinimum QualificationsFamiliar with design of nuclear facilities.Hands on Microsoft office programs and other computer programs.Candidate has excellent written and oral communication abilities along with effective presentation skills.Knowledge of Electrical Engineering work processes, procedures, specifications.Extensive knowledge in the installation of electrical cables, cable tray, motor control centers, switchboards, panelboards, transformers, motors, receptacles, etc. in compliance with the National Electrical Code (NEC)Extensive knowledge of IEEE, NEC, IESNA, NFPA NEMA, other Codes and Standards relating to DOE and NRC regulatory requirements and good engineering practice in electrical design and installationAdvanced knowledge reviewing engineering design of MV and LV electrical power and control systems, Indoor and Outdoor Lighting Plans, Power and Grounding System Layout PlansLead experience on large, complex projectsExcellent oral & written communications skillsProven leadership and personnel skillsPreferred QualificationsPrevious Bechtel and/or DOD or DOE project experiencePrevious WTP Project ExperienceMS degree in Electrical engineering with 11 years of relevant electrical design experience.Skilled in the use of Microsoft Excel, Word, Outlook, Access and PowerPointPrior work experience with cost variance analysis.Ability to make calculations and perform analyses in support of design engineering, material quantity take-off and statistical data.Advanced knowledge of Electrical Engineering work processes, procedures, specifications.Previous experience providing justification of complex and ambiguous code requirement, and formally documents acceptability where NRTL labeling/Listing is not readily availableSix Sigma ChampionShaping tomorrow togetherBechtel is one of the most respected global engineering, construction, and project management companies.
