Edgewater is seeking qualified candidates for a Part Time or Full Time Environmental Compliance Consultant opportunity in Richland, WA to support the Hanford Site DOE Office of River Protection. This position will act as General Support Services Contractors (GSSC) to DOE. Job Posting Close date: 3/30/2021 Division - Environmental Compliance Division Title: Technical and Regulatory Support WORK LOCATION: 2440 Stevens Center Place, Richland, WA 99352. SCOPE OF WORK The U.S. Department of Energy (DOE) Hanford Site, Richland Operations Office (RL) and Office of River Protection (ORP), Environmental Compliance Division (ECD) requires one Full-Time or Part-Time (960 Labor Hours) Consultant to support the Tank Farms (TF) and Waste Treatment Plant (WTP) Projects with Technical and Regulatory consulting services. Review permit documents media, schedules, milestones, design packages, and modifications while providing technical and regulatory recommendations to the ECD Director.Provide consulting and strategic recommendations to ECD Director based upon the review of documents, coordination of reviews, developments of comments, assistance to as realize tasks, walk-downs, meeting attendance with regulatory agencies, consolidation of comments for DOE Hanford submittal to the contractor, as well as comment resolution as needed.Support upcoming TF contract transition actions and contract closeout activities including developing discrete schedule of tasks and deliverables.The contractor may also be required to attend meetings within DOE and regulatory agencies, Washington State Department of Ecology and Washington State Department of Health, along with working on-site both WTP and Hanford Tank Farms for assigned meetings or walk-downs. A major focus area for this task order will be providing technical and regulatory reviews as needed to formulate and implement regulatory recommendations and strategies for permitting and operating the WTP and Tank Farms, and will involve supporting reviews of dangerous waste permit submittals, as well as air permitting submittals (for both radioactive and toxic air emissions). A specific focus will be in support of resolution of the ambient air boundary information needs. Other task order activities include: Supporting regulatory inspections at the WTP, involving review of responses to inspection reports for responsiveness, accuracy, and compliance with the regulations. Interacting with the environmental regulators may also be part of this Task;Conducting regulatory analysis on the applicability, ability to implement, and impacts of environmental regulations, including new and proposed regulations; andAttendance at weekly ECD meetings, WTP permit interface meetings, as directed by the Task monitor, meetings related to document reviews, and other meetings (such as design reviews), as assigned by the task monitor.Work with the ECD Director to create a strategic electronic binder of regulatory letters and summary of impacts to the ORP mission - and work in a business sensitive environment of impacts to the mission. In addition, Quality Assurance requirements as specified in ESQ-OA-DI-02 will apply, and the activities will come under the Integrated Assessment Process. DELIVERABLES Assessments and reports on a weekly or as-needed basis;Participate in walk-downs, meeting attendance with DOE, contractors and regulatory agencies;Periodic reports of work overseen and any compliance deviations;Participate in contract transition and closeout teams as required;Follow-up on issues, findings, and other areas of concern;Participate in meetings with senior management team as required by the ECD functional lead, including preparation of meeting minutes as needed. Deliverables shall be accomplished in accordance with DOE Hanford Site procedures and directions provided by Program Office Assistant Manager and ECD Director. QUALIFICATIONS: Education - BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, Respectively Experience - Minimum of ten (10) years of directly applicable successful experience consulting or contributing on complex projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and/or as a consultant. Working level knowledge of Hanford Site mission, activities and priorities;Proven ability to interface successfully with senior level management;Ability to work with government, regulatory agencies, and contractor personnel to problem solve and formulate strategies for success;Working level knowledge of DOE program and project management practices, policies, and procedures;Experience supporting programs and projects with analysis, tracking, monitoring, assessments, walk-downs, reviews and coordination;Excellent written and verbal communications skills;Extensive experience using MS Word, MS PowerPoint, Excel, and/or other MS Office tools.The contractor shall maintain proficiencies in the following via period training:HGET;WTP Site access; Must be a U.S. citizenMust work core hours each working day, unless authorized by the ECD Director. Site Access and Work Hours Hanford personnel at the Hanford Site work a standard 4/10 schedule. The standard work week consist of ten (10) hours of work between 6:00 a.m. and 4:30 p.m. with one-half hour designated as an unpaid period for lunch, Monday through Thursday. Work performed outside normal operating hours shall be coordinated and/or approved through the BTR and/or the contract Specialist prior to performing the work.
