The project will use vitrification technology to process and stabilize 56 million gallons (212 million liters) of radioactive and chemical waste stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory - as well as operations and maintenance buildings, utilities, other support facilities. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be willing and able to work overtime and weekends as needed. This is a short term assignment (assignment will be less than 12 months) with the possibility of converting into a long term assignment. Role Overview Technical coordination of construction subcontracts. Review subcontract submittals, installations and QVRP's to ensure all requirements are met. Walk down subcontracted installations against subcontract requirements to ensure commodities were installed as designed and specified. Identify and document installations deficiencies. Obtain subcontract support to correct deficiencies in the facilities and prepare documentation as required. Accept subcontractor work; receive, accept and process closure documentation. Responsible for managing Subcontractors cost and schedule performance Coordinated execution of the subcontractor's scope of work with direct hire installations. Monitor the subcontractors daily progress, prepare daily subcontract reports, review subcontractor initiated reports and correspondence, and assist the subcontract administrator as required. Monitor and inspect the subcontractor's quality of work. Review, approve, and witness the performance of routine system inspections and/or testing. Ensure that installed subcontractor installed commodities comply with WTP program requirements. Validate subcontractor's monthly progress payments and invoices, monitor subcontractor Force Account and TM Reports. Turnover of subcontract commodities to Startup/Operations. Principle responsibilities may include but are not limited to: Adhere to the principles of Integrated Safety Management System to ensure health and safety of the worker, and quality, productivity, and consistency of the workplace. Operates with considerable latitude, exercising independent judgment, and utilizing construction knowledge and experience in resolution of typical questions and problems, which may arise. Basic Qualifications BS Degree in Engineering, Construction Management, or equivalent from an accredited university and 6 years of construction, engineering, contract, subcontract, or other related experience. In lieu of a degree, 12 years of experience in construction, engineering, contracts, subcontracts or other related fields. Minimum Qualifications Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a Department of Energy badge for access to the Hanford Site. Structure/Mechanical system installation and inspection experience. Working knowledge of structure/mechanical engineering principles in the design and installation of structures, systems, and components. Strong ability to read, understand and interpret structure/mechanical construction drawings. Strong understanding of change management and configuration control processes. Technical knowledge of a specialized engineering discipline, cost, scheduling and contracts administration relating to the construction of heavy industrial or commercial complexes. Strong understanding facility system completion walk-downs, pressure testing, punch list management, turn over packages and routine interface with Start-Up. General awareness of environmental laws. Awareness of government compliance standards. Knowledge of requirements for Lock Out Tag Out for safety. Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards. Experience working with, supervising and administering subcontractors. Work experience leading to an advanced understanding of the technical knowledge described above. Support facility work planning and field coordination. Ability to interface with diverse construction disciplines as well as all levels of management. Experience in technical coordination of subcontracts. Related experience includes but not limited to: Working in a field construction environment interpreting specifications, procedures, and codes. Scoping, preparation and execution of Inspection and Test Plans, Surveillances, and QVRP documentation. Preferred Qualifications Possess Nuclear Construction knowledge preferred. Familiarity with current industry quality standards. Knowledge of project specific environmental compliance requirements. Possess right to work and remain in the US without sponsorship. Experience with subcontract change management and EVMS. Knowledge of project specific environmental compliance requirements.
