United States of America - Washington, Richland Job Summary Job Summary Assesses and analyzes assigned activities and operations to verify compliance to the tenets of conduct of operations, conduct of engineering/configuration management, conduct of maintenance, and startup/ commissioning processes. Verifies monitored startup, commissioning, and operations activities compliant to current procedures and processes. Ensures products of startup, commissioning, and operations activities completed at the project will support future successful readiness reviews. Provides other assessment, mentoring, and assistance where assigned. Supports management expectations in field activities, including learning opportunities where appropriate. Supports Readiness Assurance as assigned. Expertise with DOE O 422.1 (series), Conduct of Operations, and DOE O 425.1 (series), Verification of Readiness to Start Up or Restart Nuclear Facilities, is necessary. Familiarity with DOE O 413.3 (series), Program and Project Management for the Acquisition of Capital Assets, DOE O 414.1 (series), Quality Assurance, DOE O 420.1 (series), Facility Safety, and DOE 426.2 (series), Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities, desired. This position shall be performed under the day-to-day direction, control and supervision of WTCC. MAJOR RESPONSIBILITIES/DUTIES/TASKS * Perform the duties of Facility Readiness Representative as detailed in the WTP Readiness Assurance Program * Perform field monitoring, assessment, and mentoring (including re-enforcing management expectations). * Provide verbal and written readiness input to individual contributors and managers. * Verify monitored startup, commissioning, and operations activities compliant to current procedures and processes. * Ensure products of startup, commissioning, and operations activities completed at the project are adequate to support future successful Operational Readiness Reviews. * Provide other readiness assurance assessment, mentoring, and assistance where assigned. * Gain and maintain expertise with DOE O 422.1 (series), Conduct of Operations, and DOE O 425.1 (series), Verification of Readiness to Start Up or Restart Nuclear Facilities. * Gain and maintain familiarity with DOE O 413.3 (series), Program and Project Management for the Acquisition of Capital Assets (including emphasis on Facility Hazard Analysis Report requirements), DOE O 414.1 (series), Quality Assurance, DOE O 420.1 (series), Facility Safety, and DOE 426.2 (series), Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities. * Assist line management in preparing WTP Project startup and restart descriptions * Assist line management in determining level of Readiness Review (RR) required * Assist line management in preparing facility readiness plans and schedules * Assist line management in preparing operational readiness checklists * Coordinate with requirement area management and integrated project teams to identify and obtain agreement for required readiness activities and associated deliverables * Develop management assessment and self-assessment plans and lead these assessments when assigned * Develop the readiness review (RR) plans of action (POAs) and independent verification review (IVR) plans * Execute an IVR plan * Track open items and findings to closure * Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment * This job description is not intended to include every duty, task or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisors request SUPERVISORY RESPONSIBILITIES NA PHYSICAL REQUIREMENTS (EFNM) Exposed Field Non-Manual AECOM has joined with Bechtel to create an LLC, known as the Waste Treatment Completion Company (WTCC) to construct, start-up and commission the world---s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington state. The project will use vitrification technology to process and stabilize 53 million gallons of radioactive and chemical waste currently stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era. The project is the largest undertaking of its kind ever and one of DOE---s most technically challenging cleanup projects---equivalent to building two nuclear power plants. Its construction site spans 65 acres and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory. Minimum Requirements REQUIREMENTS/SPECIFICATIONS Education: A bachelor degree in a technical, engineering, or science discipline or four years equivalent relevant experience. Experience: Department of Energy nuclear operations or nuclear safety analysis, NRC nuclear operations, or Naval Nuclear Propulsion Program operations experience necessary. Senior qualification in operations or nuclear safety desired. A total of 10 years of experience in high risk chemical/petroleum/nuclear operations. Minimum qualification/certification: * Extensive experience in operations at a utility (hydro-electric, coal, natural gas, cogen/trigen, etc.) or, * Employment in positions of increasing responsibility at a high-risk chemical/petroleum/nuclear facility (including military) Desired experience includes: * Shift Supervisor, Facility Representative, or Nuclear Safety Analyst at a Department of Energy (DOE) nuclear facility, or * Senior Reactor Operator at a DOE nuclear facility, or * Engineering Watch Supervisor in the Naval Nuclear Propulsion Program.
