TitleProject Controls Engr Position Number31497 CompanyWA River Protection Solutions Location2074HV Posted11/19/2018 Closes11/26/2018 Regular/TemporaryRegular Job Responsibilities/Duties The Project Controls Engineer supports the SST Retrievals Project Controls organization.Prepares, maintains, reviews and revises baseline schedules and budgets for programmatic/project activities and/or line-item construction project activities. Work will be performed per applicable DOE and WRPS orders, standards, procedures and guidelines using established DOE and industry methodologies and techniques. Reviews work for completeness as required by project specifications and scope definition. Applies standard cost and/or scheduling data to departmental programs or systems. Responsible for utilizing the tools and systems necessary to effectively and proactively manage and control concurrent projects throughout the organization from proposal through execution and completion. Tasks may include the preparation, monitoring and control of baseline detailed and integrated master summary schedules and milestones; preparation, monitoring and control of baseline time-phased budgets; cost control and earned value performance measurement including the Budgeted Cost for Work Scheduled (BCWS), Budgeted Cost for Work Performed (BCWP), Actual Cost of Work Performed (ACWP), and Schedule Variance (SV)/Cost Variance (CV); and associated reporting and information distribution internally and externally to key stakeholders.Project Controls Engineer responsibilities include but are not limited to the following:* Responsible for the overall implementation and direction of the Project Control functions to provide services, procedures and methods for the timely and accurate response to client, project management, departmental, and company requirements.* On small or multiple projects, the individual may act independently or may direct, as controls team leader, a staff of other project controls individuals. On large projects the individual, as controls team leader, may direct a staff of other project control individuals. On very large projects the individual may report to a controls team leader and may direct a portion of the staff on the project.* Demonstrates proficient ability and knowledge in the development of cost and schedule baselines, milestone schedules, work breakdown structures, spend out plans and critical path method (CPM) logic networks to integrate and display work activities to establish optimum conditions and effective utilization of resources and facilities, including equipment, manpower, and funding.* Develops and provides periodic progress reports and represent the project/program manager in cost and schedule discussions with the DOE to assure a systematic review of progress and concerns.* Utilizes advanced project control concepts to demonstrate personal expertise and leadership in the application of controls including the development of advanced system applications.* Provides state-of-the-art technical control expertise to guide subordinates in the development of complex, multi-project integrated area project analysis and problem correction.* Reviews established cost and schedule control technology and methodology, recommend improvements or alternatives in order to maximize utilization of available resources. * Evaluates multi-project/program progress in order to prepare reports and recommendations designed to assist management in determining overall progress towards meeting client objectives.* Other duties as assigned.* Comply with WRPS policies and procedures.* Ensure ISMS principles are incorporated into organization's activities.* Ability to manage a change in priorities. Required Qualifications Bachelor's degree (BA/BS) in project management, construction management, engineering, business or other related discipline and 10-12 years related experience, or equivalent combination of education and/or experience. Desired Qualifications * Experience with earned value systems utilized at WRPS, including but not limited to cost analysis, EAC development, schedule development and maintenance, earned value reporting systems, subcontract management, estimating, and Primavera P6 knowledge.* Excellent interpersonal and communication skills needed to facilitate project milestones. Must be able to clearly and concisely communicate to peers and management.* Must take prompt action to accomplish assigned objectives and understand/identify issues and opportunities.* Possesses advanced skills in both Cost and Schedule (Integrated).
