Job Description:

Assists program and project management with evaluations of existing procedures, processes, or models related to management tasks. Works with client to define needs and translate to programs. Receives guidance on unusual or complex project tasks. Certain degree of creativity and latitude required.

Provide HRM support in the following areas:

  • Assist the Awards and Recognition Program Administrator with preparing award justifications for review, locating and completing supporting documents, and monitoring awards workflows in the appropriate systems.
  • Assist with processing award actions, within 5 days of receipt, in the employee awards system and DOE Corporate HR IT system.
  • Assist with completing quarterly inventory audits and monitoring organizational budgets.
  • Initiate manually or electronically Standard Form 50 (SF50) and related forms and documents to affect the full range of personnel actions.
  • Maintain on-line data in any automated personnel subsystems.
  • Serve as RL system administration and the ORP backup administrator for Electronic Performance (ePerformance) and assists with end of year performance spreadsheet submission for processing.
  • Assists with the onboarding process for all new employees on all aspects of employee HR needs.
  • Manage the electronic position description (PD) libraries; identify and make corrections/modifications to position descriptions (PDs) and convert to word format for review by Classification.
  • Assist with studies, analyses, scenarios, and reports relating to RL/ORP personnel-related programs or initiatives.
  • Assist with development, interpretation, and implementation of local policies, regulations, and guidance.
  • Answer general questions from supervisors and employees regarding procedures for classifying and staffing positions.
  • Provide support to the Human Resources Information Systems administrator, including DOE Info and the Human Resources Reporting Application.
  • Assist employees and supervisors in preparing paperwork related to HR actions to include but not limited to within grade increases, career ladder promotions, and benefits related documents.
  • Contact individual employees or supervisors to resolve questions before initiating personnel actions within 3 days of receipt.
  • Provide customers information on HR systems, processes and procedures.
  • Provide support to HR Business Partners and ER/LR Specialists involved in one or more HR functional areas.
  • Assist Senior HR Business Partner and Organizational Liaison with the creation of the Human Capital Management Plan, Succession Plan, and Reorganization Packages.
  • Draft and update organizational charts.
  • Draft reports of analysis, scenarios relating to RL/ORP personnel related programs or initiatives based on due dated given to the organization.
  • Maintain files, position description library, and other HR information documents on the HRAO shared drive.
  • Maintain regular and punctual attendance.

Job Requirements

Minimum Qualifications:

  • Associate's Degree in related field, or equivalent, in relevant area of study.
  • 4+ years of relevant experience required.
  • Must be able to obtain/maintain Government Security Clearance (U.S. Citizenship required).

Special Skills:

Ensure that duties are performed in a competent, professional manner that meets established guidelines. Work products are expected to be thorough, accurate, appropriately documented, and comply with established criteria. All deliverables must meet established milestones and quality standards as determined by the Senior Human Resources Specialist.

  • Draft reorganization document packages;
  • Draft organizational charts;
  • Draft position descriptions;
  • Draft Human Capital Management Plans;
  • Draft award actions in the Employee Award Application and CHRIS;
  • Draft reports of analysis, scenarios relating to RL/ORP personnel related programs or initiatives;
  • Maintain files and/or employee records, position descriptions, training records or other HR information documents.
