Project Overview:

Bechtel is designing, constructing, and commissioning the worlds largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

The project is the largest undertaking of its kind and one of DOEs most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory as well as operations and maintenance buildings, utilities, other support facilities.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. While not expected to be the norm, occasionally the selected applicant must be able and willing to work weekends or nights, as needed, to support the Fire Protection Program (FPP).

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

Position Summary:

The Fire Protection Engineer (FPE) reports to the Safety and Health (S&H) Fire Protection Manager (FPM), and will be responsible for assisting the S&H FPM in the development, implementation, and maintenance of fire protection requirements applicable to safety & health, construction, startup, commissioning, maintenance, engineering, and operations activities of the WTP.

This position is a Technical Support Position for Category 3 Nonreactor Nuclear Facility as defined in DOE Order 426.2, Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities.


  • Completing and maintaining training as identified in Fire Protection Program (FPP).
  • Development and implementation of FPP documents and associated tools.
  • Keeping fire protection knowledge current and up to date.
  • Develop expertise in fire protection requirements and their associated implementing documents for inspection, testing and maintenance (ITM) and Plant Management activities.
  • Assessing implementation and compliance, identifying and reporting fire protection program deficiencies to the FPM.
  • Develop an understanding of the issued Fire Hazard Analyses (FHAs) for each of the assigned facilities.
  • Develop an understanding of assigned facility/facilities active and passive fire protection features.
  • Develop an understanding of simplified process flow diagrams, system descriptions, system design descriptions, and facility design descriptions for assigned facility/facilities.
  • Develop an understanding of the documented safety analysis (DSA) for assigned facilities
  • Performing facility audits in accordance with Fire Protection Facility Assessment schedule and procedure.
  • Performing FPP Assessments in accordance with FPP Assessment plan.
  • Periodically reviews Hanford Fire Department (HFD) Pre-Fire Plans.
  • Periodically coordinates and supports HFD familiarization tours.
  • Performing periodic facility fire protection inspections in accordance with the FP inspection procedure.
  • Knowledge of the installation, testing, inspection, and maintenance of sprinkler systems.
  • Knowledge of the installation, testing, inspection, and maintenance of fire alarm systems.
  • Performing as an NFPA 72 Qualified Person for oversight of ITM of fire alarm and signaling systems.
  • Performing final verification for hot work permits.
  • Performing and recording periodic inspections of designated Hot Work Areas.
  • Performing Technical Safety Requirements inspections, as necessary for assigned facilities
  • Cross-training to back-up other fire protection staff in the implementation of the FPP.
  • Identifying and implementing actions to promote improvement and correct deficiencies in the implementation of the FPP.
  • Assisting in the identification of fire protection attributes in the work planning process to ensure tasks are accomplished in accordance with FPP requirements.
  • Recommending and/or approving compensatory actions for FPS impairments, deficiencies, and system restrictions in accordance with the FPS impairment procedure.
  • Support the Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment
  • This job description is not intended to include every duty, task or instruction for which an employee may be responsible. Other tasks may be assigned, based on FPP or business needs and the FPMs direction.

Basic Qualifications:

Level 1: 6+ years of Fire Protection Engineering experience implementing U.S. government fire protection requirements (e.g. DOE O 420.1B or C) working at a Nuclear Facility within the DOE Complex or at a Chemical Demilitarization Facility within the DOD Complex. In Lieu of a degree, 12 years of fire protection experience, working on a DOE or DOD reservation

Level 2: 9+ years of Fire Protection Engineering experience implementing U.S. government fire protection requirements (e.g. DOE O 420.1B or C) working at a Nuclear Facility within the DOE Complex or at a Chemical Demilitarization Facility within the DOD Complex. In Lieu of a degree, 15 years of fire protection experience, working on a DOE or DOD reservation

Minimum Qualifications:

  • Fire Protection Professional capable of office and fieldwork within the category of Exposed Field Non-Manual (EFNM).
  • Able to perform desk/office work, including writing, computer workstation processes, typical MS Office applications, and telephone operation.
  • Develops and/or performs presentations, oral reports, planning meetings, training, and other formal and informal contacts, requiring long periods of sitting.
  • Oversees field activities through inspections, FPS ITM, and operations, which requires walking, standing, bending, and turning along with wearing of personal protective equipment.
  • Occasional loading, transport, and unloading of fire protection-associated tools and/or supplies specific to an activity.
  • Possess a demonstrated ability to interpret and incorporate requirements into project implementing documents and in maintaining these documents current with source requirements.
  • Possess a demonstrated ability to effectively communicate verbally and in writing.
