United States of America - Washington, Richland Job Summary The Shift Operations Manager (SOM) is the senior line manager position ---on-shift--- responsible for the safe conduct of all facility activities. The Shift Operations Manager is directly responsible for the overall direction of the department and the assigned staff in their organizational entity. This individual performs complex assignments within approved schedules and budgets. This position is expected to utilize independent decision-making regarding resolution of problems The Shift Operations Manager is directly responsible for managing operations activities associated with plant equipment and systems. This position shall be performed under the day-to-day direction, control and supervision of WTCC. This job is located at the Waste Treatment Project located 22 miles north of Richland and will work into a rotating shift schedule. MAJOR RESPONSIBILITIES/DUTIES/TASKS * Perform all work safely and with the utmost concern for the safety of self and other employees. * Perform all work in compliance with environmental permits and regulations. * Demonstrate an understanding system design and operation, including environmental, safety, and health aspects and regulatory conformance through completion of assigned operations management qualification * Complete required training and maintain qualifications associated with assignments * Support operations, maintenance, and commissioning of the Waste Treatment Plant (WTP) Facilities * Remain apprised of operational status and ongoing modification activities * Develop facility related procedures and work instructions * Develop facility related training materials and support training implementation * Direct field activities and utilization of project resources (personnel & materials) * Supervise assigned personnel in the completion of complex work * Review Project design and other documents for, maintenance and testing impacts, repair methods and provide comments within area of expertise * Identify deficiencies and initiate corrective actions * Ensures timely and accurate oral and written technical reports on assigned activities * Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment * This job description is not intended to include every duty, task or instruction for which an employee is responsible. Other tasks may be assigned, based on business needs and the department supervisors request * Review and approve all lockout/tagout plans for the facility * Perform Work Authorization and Work Release functions for all maintenance, operations, construction, testing, and surveillances which affect the facility or its equipment * Ensure all operating activities are performed safely and within the limits of applicable permits and licenses, the documented safety analysis, and applicable technical safety requirements to include releases of radioactive, hazardous, or mixed wastes * Ensuring the standards set by the conduct of operations procedures are upheld in the planning and performance of all facility activities * Conduct concise, informative shift briefings which establish goals and priorities for the shift * Communicate with other support organizations to ensure operating activities are started and completed as scheduled * Make timely, informative notifications when required by facility events and procedures * Take emergency action as necessary to prevent or mitigate the consequences of an abnormal event and placing the facility in a safe, stable condition following the event * Provide clear, concise instructions to Supervisors/Commissioning Technicians or support personnel and require them to ---repeat back--- their understanding of the instructions * Perform activities and meet the goals and objectives established by the facility management organization * Maintain a broad perspective of operational conditions affecting the safety of the facility as a matter of highest priority * Stop any individual from bypassing or overruling their operational judgment without bringing the matter to the attention of higher line operational authority * Avoid becoming involved in any single operation which distracts them when multiple operations are required * Ensure potentially distractive written material and devices are not being used by personnel on duty * Restrict control area access to essential personnel only * Take any action, including shutting down the facility operation, necessary to protect the facility, personnel, the public, and environment under emergency conditions * Approve all process rate changes * Ensure the correct implementation of the requirements of the conduct of operations procedures in performance of facility activities SUPERVISORY RESPONSIBILITIES * May supervise assigned personnel, and includes assigning complex work, setting work priorities, and evaluating and training them. * Identify housekeeping and facility material condition deficiencies to the appropriate organization(s) for corrective action * Maintain awareness of the facility status and ensuring that facility equipment, including equipment operated by others in support facility operations, is operated in accordance with written and approved procedures * Responsible for the performance of personnel assigned to their shift * Perform initial investigation of abnormal events, including the quarantine of equipment and systems as necessary * Perform periodic tours of the facility to observe activities and ensure they are being performed safely and in accordance with approved procedures * Act as Facility Emergency Coordinator during cold and hot commissioning for events which require implementation of emergency plan procedures and ensure a constant communications channel is maintained with the emergency operations center * Ensure Commissioning Technicians and Operations Staff are trained and qualified for their jobs and are physically fit to perform the work * Maintain overall authority and responsibility for the direction and control of activities within the facility including those conducted by supporting groups and on-job-the-training (OJT) activities PHYSICAL REQUIREMENTS (EFNM) Exposed Field Non-Manual) AECOM has joined with Bechtel to create an LLC, known as the Waste Treatment Completion Company (WTCC) to construct, start-up and commission the world---s largest radioactive-waste treatment plant for the U.S. Department of Energy (DOE) in southeastern Washington state. The project will use vitrification technology to process and stabilize 53 million gallons of radioactive and chemical waste currently stored at the Hanford Site which is a byproduct of plutonium-production during World War II and the Cold War era. The project is the largest undertaking of its kind ever and one of DOE---s most technically challenging cleanup projects---equivalent to building two nuclear power plants. Its construction site spans 65 acres and includes facilities for pretreatment, low-activity waste vitrification, and high-level waste vitrification, as well as an analytical laboratory. Minimum Requirements Education: Bachelor of Science degree in Engineering or a related science. Appropriate training and experience commensurate with the responsibilities of the position may be considered in lieu of a degree: 10 years related experience to the position and 20 semester credit hours in technical subjects related to the position OR Completion of 80 semester credit hours in technical subjects related to the position OR Successful completion of Engineer In Training (EIT) examination or Fundamentals of Engineering (FE) accredited through National Council of Examiners for Engineering and Surveying (NCEES) OR Professional engineer---s license Experience: Must have at least 10 years--- experience in Operations Management experience. 5 years of Operations Management in a nuclear facility experience required. 3 years of Nuclear Facility experience required (Nuclear Experience when used in reference to Nonreactor Nuclear Facilities, is experience acquired at any facility in which radioactive materials are routinely handled, stored, processed, or utilized.) A Bachelor of Science (BS) may be substituted for up to 3 years of nuclear experience. Experience in DOE nuclear facility management is preferred. Expertise in DOE Conduct of Operations, human performance improvement, event investigation and cause analysis, startup and restart of DOE nuclear facilities is also highly preferred. Preferred: Safety Trained Supervisor Certification Must have the ability to work in the United States without sponsorship.
