Job DescriptionNorth Wind is currently seeking a Contract Manager to support a large project in the Richland, WA area.The Contract Manager will manage the administration of the HMIS Task Orders in compliance and support of the Prime Contract, including developing and negotiating contract changes and ensuring compliance with fee arrangements as agreed with the client. The position provides in-depth functional support, technical support, and guidance regarding the entire Prime Contract interaction work process. Serves as a focal point and advisor to the President, Project Manager and Business Manager on all contract matters. Communicates effectively with stakeholders and continually demonstrates interpersonal skills necessary to develop and support positive customer and stakeholder relationships. The Contract Manager FTE will perform:Contract Management of the HMIS and Task OrdersProduce flow down requirements for Procurement use and assist with negotiation as indicatedEnsure compliance with HMIS and Task OrdersAssist with determining process improvements and implementationEnsure tracking/timely submittal of Task Order deliverablesAssist President, Project Manager and Business Manager on all matters of contract inquiries and ad hoc reporting to facilitate reporting to end-customerPerform review of Task Order proposals, Awards, and administration of modifications to HMIS and Task Orders as AwardedAssist with ensuring CPAR goals are effectively met and/or exceededDevelop, implement, and maintain a tracking log for HMIS and each Task Order to reflect original order, modifications, and current funding to assist with roll-up financial reporting, ad hoc requested reportingMaintain central locating filing system for HMIS and its related documents and all Task Orders both proposed and AwardedAssist with/perform closeout for applicable Task OrdersAssist with any audit process and/or inquiries that arise under direction of the clientIn addition to the support listed above; the Contract Manager FTE role will provide a service oriented approach to ensuring HMIS and end-customer goals are met, assisting with meeting and/or exceeding CPAR requirements, and attending client meetings and/or end customer meetings as directed by the client. Serving to take meeting minutes and distribution of same, with action items for tracking through to resolution.QualificationsQualified candidates will me the following requirements:Bachelor''s degree in related field (accounting, marketing, finance, etc.) Masters degree Desired.NCMA Professional Certification DesiredFive (5) to fifteen (15) years of experience in contract administration, subcontract administration and/or procurement with an emphasis in a government arena.Ability to draft moderate to complex, non- routine contractual instruments.Working to excellent knowledge of corporate policies and procedures, coupled with ability to identify required improvement to established policies and to communicate implementation procedures to others.Working to expert knowledge of contracting concepts, Uniform Commercial Code, applicable public contract acquisition law and regulations, and applicable international contract law.Strong to excellent analytical and communication skills.Good presentation, leadership and management skills.Use of independent judgment and creativity applied to resolution of contract issues.Excellent internal and external negotiation skills.Emerging ability to excel in upper level management environment.Must be a self-starter with the ability to deal with multiple priorities/tasks.Must be able to work with unexpected changes in priorities and deadlines.Time management and prioritization skills.Attention to detail.Strong and effective oral communication, writing, and computer skills are essential.Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint, and Access).Must be able to pass a pre-employment drug test and background check.Desired Skills:Understanding of, and experience with the Federal procurement process and regulations (e.g. FAR/DFAR).North Wind offers a competitive pay and benefits package to include health, life, and disability insurance benefits, 401(k) with company match, generous paid leave, and tuition reimbursement for eligible employees.
