The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) whit four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory - as will as operations and maintenance buildings, utilities, other support facilities. Position is located in Richland WA and works the 9-80's schedule, M-F 7:00 am to 4:30 pm with alternating Fridays off. Role Overview The Employee Concerns Program (ECP) Manager is responsible for the coordination, execution, and review of the Bechtel Nuclear Security & Environmental (NS & E) ECP at the Waste Treatment Plant (WTP), including the provision of ECP related resources, communication and training for WTP employees. Researches ECP issues, executes initiatives, delivers metrics, and provides summaries and reports to senior WTP project and NS & E functional management and works in tandem with NS & E functional management to oversee the administration of the ECP in a manner consistent with applicable Department of Energy (DOE) requirements (including the Hanford Sitewide Plan), and other relevant legal standards and programmatic benchmarks. The ECP Manager responsibilities also include but are not limited to: Manages and provides direction of day-to-day operations to ECP staff assigned to the WTP. Institutes and maintains an effective ECP communication program for the organization, including promoting the use of the Helplines, awareness of ECP related behavioral expectations and understanding of new and existing issues and related policies and procedures. Monitors Helpline calls, researches and investigates, effectively applies judgement and experience to ensure timely escalation of matters and coordination with subject matter experts as needed. Assigns or manages investigations involving allegations of suspected misconduct, compliance with applicable laws, rules, regulations, and corporate policy including matters of Quality, Safety, Health, Environmental, Waste-Fraud-Abuse, Security, Corruption, and Harassment, Intimidation, Retaliation, or Discrimination (HIRD) for engaging in protected activities. Conducts ECP related project and functional assessments and compliance reviews. Works with others as appropriate to develop and implement an effective ECP related online and in-person training program, inclusive of delivering appropriate introductory training for new employees and ongoing refresher training for all employees. Monitors ECP related statistics, conducts research into issues, identifies trends, and summarizes into reports for functional and senior management. Applies knowledge of DOE ECP requirements, as well as Bechtel company policies and procedures and coordinates with subject matter experts as necessary in order to provide informed guidance, analysis, and interpretation. Serves as deputy to project and/or functional manager, acting as point of contact for project and organizational management, and external constituencies, on ECP related matters including internal and audits and responsive corrective action plans. Basic Qualifications Bachelors degree and 15 years of progressively responsible experience in employee concerns related disciplines or fields S upervisory experience and demonstrated success managing an ECP at a large site regulated by either DOE or NRC T horough knowledge of ECP policies, practices, and disciplines (Safety Conscious Work Environment, Quality, Safety, Heath, Security, Environmental, Legal, etc.) Minimum Qualifications Excellent written and oral communication skills, including ability to recommend responsive strategies to ECP related trends Ability to organize and analyze data and information gathered to support investigative findings Advanced knowledge of Microsoft Office Suite, database management, and other business applications Preferred Qualifications In-depth knowledge of Bechtel's organizational structure, functions, policies and procedures Thorough knowledge of Bechtel's business strategy and understanding of how the ECP supports the business strategy and project mission Knowledge of customers' organization structures, and functions relevant to the ECP Shaping tomorrow together Bechtel is one of the most respected global engineering, construction, and project management companies.
