The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory - as well as operations and maintenance buildings, utilities, other support facilities. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and AECOM. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 am to 5:00 pm (day shift) or 5:30 pm to 4:00 am (night shift). Extended work weeks and/or extended hours may be required or authorized to support the construction schedule. Role Overview: The Construction Mechanical/Piping Field Engineer undertakes activities relating to construction field engineering within the mechanical discipline. Duties include interpreting mechanical design drawings and specifications, field verification of materials, equipment installation, mechanical leak testing and cleaning/flushing, and aiding other field personnel as required to insure complete and correct installation of piping and mechanical equipment. This position does not have design authority for the project but does ensure piping & mechanical construction/installation conforms to issued design. Responsibilities: Coordinate with engineering on constructability and design issues relating to the mechanical discipline and/or the piping discipline such as mechanical equipment installation, piping installation and testing. Establish and maintain a working relationship with Design Engineering and Construction Supervision, including agreement on mechanical engineering deliverables and overall construction installation planning and completion. Responsible for quantity take-off, control, tracking, reporting and forecasting for piping/mechanical discipline. Specify the mechanical criteria for mechanical construction of temporary construction facilities as required. Coordinate with the Procurement and Design Engineering organizations for field procured materials, material substitution, services and equipment such as tanks and drums, pipe spools, valves, fittings, hoists, gantry, cranes, and fans and blowers. Review material receiving reports and warehousing to assure delivery of correct mechanical materials. Support the mechanical and piping construction quality program. Participate in the preparation of cost estimates for mechanical construction activities and provide requested data to support preparation of cost reports, forecast and progress reports. Coordinate with Field Supervision and Subcontractors to plan/support construction schedules. Plan and recommend mechanical and piping procedures to be implemented by Field Supervision to ensure construction operations are within requirements of engineering design and specifications. Work with customer's resident engineering and operating personnel to coordinate mechanical and piping construction activities. Coordinate subcontract activities to ensure mechanical and piping materials, equipment and quality comply with design plans and specifications. Implement controls over variables affecting mechanical job progress such as equipment installation, maintenance, and testing. Also ensure engineering and procurement provide timely delivery of drawings, materials and equipment and that other corporate programs are fully utilized. Undertake mechanical/piping testing including leak testing and cleaning/flushing. Perform other duties as required by WTCC Construction Management. Basic Qualifications Bachelor's degree from an accredited university in Construction, Mechanical Engineering or other technical discipline and 1 year of related experience, OR in lieu of a degree, 7 years of progressive directly related experience. Minimum Qualifications Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education. Must be able to obtain a Department of Energy badge for access to the Hanford Site. Knowledge of construction activities as relates to engineering disciplines, cost and scheduling, and contract administration. Computer literate in word processing, spreadsheet and technical database applications. Preferred Qualifications Knowledge of Bechtel's Zero Accident Safety Program and familiar with current industry standards. Ability to work in a team based environment, knowledge of project specific environmental compliance requirements, general awareness of environmental laws, and awareness of government compliance standards. Familiarity with current industry quality standards, general awareness of local labor laws and issues, general knowledge of state, federal and local contracting requirements, experience working with and supervising and administering subcontractors.
