SummaryServe as the technical expert analyzing and resolving complex technical or scientific problems to support management involving electrical (including instrumentation and control) engineering oversight. Defines functional requirements and prepares reports, as necessary. Develops and communicates solutions. Provides supervision and leadership as required.Essential Duties & Responsibilities

  • Plan and perform assessments of policies, programs, procedures, and processes related to electrical engineering, instrumentation and control, safety instrumented systems testing and functionality, plant systems testing and turnover, maintenance, testing, and facility readiness in support of Office of River Protection (ORP) WED. Assignment may include activities related to Hanford Tank Farms facilities.
  • Knowledgeable of electrical standards and codes (i.e., IEEE standards, ISA standards, NFPA-70 National Electrical Code (1999 NEC), NFPA 7E Electrical Safety in the Workplace, etc.)
  • Review contractor electrical Authority Having Jurisdiction (AHJ) determinations and rulings and work with the AHJ to resolve issues.
  • Work with field electrical inspectors to resolve adverse conditions identified with electrical installations.
  • Document assessments in the DOE integrated Contractor Assurance System (iCAS) database with excellent written communication skills.
  • Document reviews and field observations of work activities to collect data in support of assessment evaluations and conclusions.
  • Provide verbal communication (primarily in the form of briefs to WED Director, Team Leads, and Safety Systems Oversight (SSO) engineers) regarding activities performed in support WTP management.
  • Evaluate the effectiveness of corrective actions.
  • Attend training, meetings, and discussions relevant to ongoing oversight activities.
  • Support the SSO program (e.g., mentoring, training preparation, compiling metrics, procedure review/update, etc.).
  • Interface with DOE-ORP/RL subject matter experts.
  • Assist with administrative functions as needed.
  • Maintain regular and punctual attendance.
  • Perform all other duties as assigned. Minimum Qualifications
    • BS/BA degree in engineering, science, or management, or alternatively, an accredited high school certificate plus eight (8) years of specialized experience in project management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be two (2) and (5) years of experience, respectively
    • Ten (10) years of directly applicable experience in an engineering, scientific, or technical field. Relevant experience includes, but is not limited to, substantial knowledge of relevant technology and techniques, experience in solving complex technical problems, and team leader responsibilities
    • Substantial demonstrated experience in the following:
      • Electrical Engineering
      • Instrumentation and control systems
      • DOE O 422.1 Conduct of Operations programs.
      • Construction safety and oversight.
      • DOE assessment process, techniques, and tools.
      • Hanford Tank Farms and/or Waste Treatment & Immobilization Plant processes and mission.
      • Fundamental understanding of nuclear, mechanical, electrical, chemical, and physical science concepts and their application to facility operations, environmental cleanup, facility D&D, waste management, including associated safety management programs.
      • Experience in safety inspections, incident investigation, causal analysis, management review and appraisal techniques, and quality assurance.
      • Capable of reading, interpreting and understanding the regulations associated with the DOE, Environmental Protection Agency, Occupational Safety and Health Administration, Nuclear Regulatory Commission, state and local, and related industry standards by the American Society of Mechanical Engineers, Institute of Electrical and Electronic Engineers and the American National Standards Institute.
      • Must obtain and maintain any necessary security access and/or background checks (U.S. citizenship required). Special Skills
        • Consultant shall comply with all applicable escort and training requirements for the Tank Farms, 222-S, and WTP.
        • Knowledge of Hanford Site mission, activities and priorities.
        • Familiarity Level Knowledge of the Hanford Tank Farms, 222-S, and/or Waste Treatment & Immobilization Plan is preferred.
        • Excellent verbal and written communications skills.
        • Shall maintain proficiencies in the following through periodic training:
          • HGET
          • WTP Site access.
          • Mask Fit, if required.
          • Respiratory Training (Initial and Refresher), if required.
          • 8 Hour HAZWOPER Refresher or 40 hour, if required.
          • Radiological Worker II (Initial and Refresher), if required.
          • Chemical Worker Training (Initial and Refresher), if required.
          • TOC Waste Handling, Segregation, and Packaging (Initial and Refresher), if required.
          • Tank Farm and 242A Facility Orientation and FEHIC (Annual), if required.
          • Beryllium Worker (Initial and Refresher), if required.
          • HPMC Physical, if required. TRAVELUp to 25%.Driving RequirementsMust have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy.Driving, with or without accommodation, may be required when traveling for training and/or short occasional amounts of local driving.
