Organization and Job ID Job ID: ****** Directorate: Operational Systems Directorate Division: Facilities & Infrastructure Operations Group: BOCC & Energy Job Description Plans, designs and oversees the reconfiguration, maintenance, operation and alteration of equipment, machinery, buildings, structures, and other laboratory facilities. Gathers and reviews data concerning facility or equipment specifications, company or other regulatory requirements, expected completion date, and construction feasibility. Coordinates with internal and external architecture/engineering organizations in developing design criteria and preparing layout and detail drawings. Reviews and approves bid sheets and contracts for construction and facilities acquisitions. Reviews and estimates design costs including equipment, installation, labor, materials, preparation, and other related costs. Inspects or directs the inspection of construction and project progress to ensure conformance to established drawings, specifications, and schedules. Defines options or approaches for system, processes, facility or program improvements in terms of safety, performance, facility efficiency or operating costs. Responsible for facility preventive maintenance program requirements and implementation to ensure facilities systems and component reliability. Determine requirements for facility spare parts inventories in support of facility capabilities. Supports development of annual and out year facility operation and maintenance budgets. Responsible for efficient operation of facility systems to meet environmental, safety and occupant mission needs. Specifies requirements for procurement of replacement equipment and performance. Responds to facility upset conditions and events that impact the facility. Integrates Facility sustainability operational considerations in support of DOE and Laboratory goals. The Sustainability/Energy Program Office is seeking a team member to provide technical leadership for the PNNL's Sustainability Program. As part of Executive Order 13834, Efficient Federal Operations, Federal agencies will target and track the best opportunities to improve efficiency, reduce pollution, and eliminate waste. The PNNL Sustainability Engineer is a unique opportunity to make an immediate impact as Federal agencies lead by example in clean energy, water, pollution, and waste reduction targets.Targeted area includes but not limited to: Integrated Facility sustainability operational considerations in support of Department of Energy (DOE) and PNNL sustainability goals. Develop and manage plant operating standards to establish consistency of equipment and configuration management. Manage, develop and leverage the plant diagnostic tools (e.g. Lucid, DSOM, etc.) to generate dashboards, benchmarking and metrics that assist in attaining optimal plant performance. Defines options or approaches for systems, processes, facility or program improvements in terms of safety, performance facility efficiency or operating costs. Develop and implement Functional Test Procedures, diagnostics, and perform system trend analysis to validate efficient and reliable operations. Responsible for efficient operation of facility systems to meet environmental, safety and occupant mission needs. Work planning which includes hazard identification, mitigation, and approval to perform work. Coordinates with internal and external architecture/engineering organizations in developing design criteria and preparing layout and detail drawings. Provide day-to-day communications with utility operations staff (power operators). Support building core teams in trouble shooting HVAC issues and optimizing HVAC energy use. Support the implementation of Comprehensive Energy and Water Evaluation and annual reporting requirements as required by the Energy Independence and Security Act (EISA) of 2007, Section 432 for PNNL site designated "Covered Facilities" with the objective of identifying and implementing energy and water conservation measures. Support development of design costs including equipment, installation, labor, materials, preparation, and other related costs. Support the identification of requirements for procurement of replacement equipment and performance. Respond to facility upset conditions and events that impact the facility. Display good judgment, a positive attitude, and be able to work well within their assigned operational team to meet their building occupant's needs. Excellent written and oral communication skills Minimum Qualifications BS degree and 3+ years of relevant experience. Advanced degree and 0-2+ years of relevant experience.
